Applications open for the UN OHCHR Minorities Fellowship Programme
The United Nations Office of the High Commissioner for Human Rights (OHCHR) is now accepting applications for the 2026 UN OHCHR Minorities Fellowship Programme (MFP) – the UN’s flagship training initiative dedicated exclusively to human rights defenders from national, ethnic, religious, and linguistic minority communities worldwide.
Established in 2005, this intensive, fully funded programme brings together emerging minority leaders for one month of high-level training in Geneva (with a preparatory week in Strasbourg, France), usually held every November. Offered simultaneously in English, Russian, and Arabic, the MFP equips participants with deep knowledge of the UN human rights system and practical tools to protect and promote minority rights back home.

The Office of the High Commissioner for Human Rights is the leading UN entity on human rights, mandated by the General Assembly to promote and protect all human rights for all people. Headquartered in Geneva and with offices in more than 70 countries, OHCHR supports the work of the Human Rights Council, treaty bodies, special rapporteurs, and fact-finding missions.
Through its dedicated sections on indigenous peoples and minorities, OHCHR has pioneered global standards such as the UN Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (1992) and the Forum on Minority Issues. The Minorities Fellowship Programme is one of OHCHR’s most successful capacity-building efforts – over 500 alumni now lead advocacy, monitor violations, and influence policy in more than 100 countries, from the Rohingya in Myanmar to the Roma in Europe, Crimean Tatars, Afro-descendants, and linguistic minorities across Africa and Asia.
Programme Objectives and Outcomes
By the end of the fellowship, participants will:
- Master the UN human rights mechanisms (treaty bodies, special procedures, Universal Periodic Review) with special emphasis on minority rights
- Understand how to submit complaints, shadow reports, and early-warning alerts to UN bodies
- Build strategic alliances with other minority activists, Geneva-based NGOs, diplomats, and UN experts
- Develop training and advocacy plans to cascade knowledge to their communities upon return
The curriculum combines interactive lectures by UN experts, simulations, field visits, and peer-learning sessions – all designed to transform participants into confident, effective human rights defenders.
Who Can Apply?
This programme is strictly for individuals who personally belong to a national, ethnic, religious, or linguistic minority group. Key requirements:
- You must identify as a member of a minority community in your country (applications from majority-group individuals, even those working on minority issues, will not be considered)
- Indigenous peoples should apply instead to the separate UN Indigenous Fellowship Programme
- No formal degree is required – relevant experience in community advocacy or human rights work is what matters most
- Good working knowledge of English, Russian, or Arabic (depending on the language track you choose)
- Strong endorsement and nomination by a minority-led organization or community
- Proven ability and commitment to train others upon return home
Ideal sponsoring organizations are minority-led, represent minority concerns, and have a clear constituency within the community.
What the Fellowship Covers
Successful candidates receive:
- Round-trip economy airfare from your country of residence to Geneva (via Strasbourg)
- Modest monthly stipend for basic living expenses
- Basic health insurance for the entire duration
- Shared accommodation in Geneva
- All training materials and programme-related costs
Selection Process
- Former fellows pre-select 15–20 candidates per language group
- Shortlisted applicants are interviewed (usually online)
- Final decision made by an OHCHR advisory committee
- Due to the high volume of applications, only selected candidates will be contacted
The programme typically runs for four weeks in November, including one preparatory week at the Council of Europe in Strasbourg.

- Obtain an official recommendation letter from your sponsoring minority organization or community
- Submit everything online before 31 January 2026, 23:59 Geneva time – incomplete or late applications will not be considered
